Funding Solar Projects During COVID-19

We realize that permitting and county offices may be closed or at limited capacity due to the COVID-19 outbreak. To help you move your business forward during these times, Renew Financial is committed to working with you to resolve issues when the permits we require to fund a project may be delayed or unavailable due to government offices being closed. Therefore, effective March 24, 2020 for all in-flight and future applications regardless of application date, Renew Financial has implemented temporary guidelines for funding when permitting is limited.

Note: These guidelines outlined below are subject to change at any time. Check back here for regular updates. You can also contact your Regional Sales Manager/Business Development Manager/Account Manager if you have questions.

If Permitting is Available (no change to our current policy)

Solar: If permits are available in the jurisdiction where the work is being done, a final permit is still required.

All Other Measures: If permits are required for a measure, Renew Financial will continue to fund jobs based on pulled permits and written confirmation that you will finalize the permit, as stated in the current Completion Certificate.

Permitting is Not Available 

If permitting is not available in the jurisdiction where the work is being done, the following guidelines will apply:

Solar:

  1. Renew Financial will confirm local permitting availability.

  2. If permitting is not available, and the jurisdiction has not prohibited permitted work from continuing while permitting is not available, Renew Financial will fund the project with the following:
    a. Copy of the pulled permit.
    b. Renew Financial will obtain live, verbal confirmation from the property owner and contractor that the job has been completed. Voicemail messages will not be used as a substitute.
    c. Written confirmation from the property owner and contractor that they will get the final permit. (via Certificate of Completion, no change from the current process).

  3. Renew Financial will contact contractors once government offices are reopened to obtain final permits.

All Other Measures:

  1. Renew Financial will confirm local permitting availability.

  2. If permitting is not available, and the jurisdiction has not prohibited permitted work from continuing while permitting is not available, Renew Financial will fund the project with the following:
    a. Evidence of a permit application submission.
    b. Renew Financial will obtain live, verbal confirmation from the property owner and contractor that the job has been completed. Voicemail messages will not be used as a substitute.
    c. Written confirmation from the property owner and contractor that they will get the final permit. (via Certificate of Completion, no change from the current process).

  3. Renew Financial will contact contractors once government offices are reopened to obtain final permits.

The primary difference between solar and non-solar projects is that solar projects require a pulled permit. No solar project will be funded without a pulled permit.

Acceptable Evidence of a Permit Submission:

  • Permit application submission receipt from the Jurisdiction, ideally on Jurisdiction letterhead or similar
  • Permit application form with signature or stamp of the Jurisdiction showing submission
  • Screenshot or printout of an online permit portal showing permit submission
  • Permit application fee payment receipt 
  • Email or other electronic message documenting submission of application submission
  • Cashed check or electronic payment receipt showing payment of application fees + photo, PDF or similar of the permit application showing matching fees and the property address
  • Other written or electronic evidence of application submission 

Further guidance based on local jurisdictional situations:

  1. If permits are not available and jurisdiction policy is that no work may proceed without a permit, projects will not be funded any project until permits can be obtained.

  2. If permits are not available, but the jurisdiction has waived permitting to allow work to proceed without a permit, Renew Financial will fund projects.

Renew Financial will be as accommodating as possible, but we will not fund if permit processing is available but was not processed to the required step.

Frequently Asked Questions

A pulled permit remains required for Solar. You will need to wait for the Permit office to re-open and issue you a permit before requesting funding. No solar projects will be paid without at least a pulled permit. Only in the event where jurisdiction has waived permitting will un-permitted projects be funded. Renew Financial will verify with the jurisdiction if this is the case.

The guidelines apply to each permit individually. If permits are required in normal circumstances and are available, all permits remain required to be pulled for non-solar projects and to be finalized for solar projects. If permitting or inspections are not available, and the jurisdiction has not prohibited permitted work from continuing while permitting is not available, the “Permitting is Not Available” section above applies.

A submitted permit application remains required for product categories that require permits. You will need to wait for the Permit office to resume accepting applications and submit your permit application before requesting funding. Only in the event where jurisdiction has waived permitting will unpermitted projects be funded. Renew Financial will verify with the jurisdiction if this is the case.
